Scrolling via bluetooth mouse not working

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10452.74.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.137 Safari/537.36
Platform: 10452.74.0 (Official Build) stable-channel samus

Steps to reproduce the problem:
scrolling doesn't always work.

There are multiple 'scrollable' areas when viewing my email at https://inbox.google.com:

1. the left sidebar listing my bundles (also lists 'Inbox', 'Snoozed', 'Done', etc) and the right Hangouts sidebar
2. the middle scrollable area showing the actual emails in my Inbox

When using a bluetooth mouse, the scrollbar always scrolls #2, even if the mouse is hovering over #1.

What is the expected behavior?
when the mouse is over the sidebar, scrolling w/ the mouse wheel would scroll the sidebar, not the middle area

What went wrong?
the middle area is always scrolled

Did this work before? Yes 

Chrome version: 66.0.3359.137  Channel: stable
OS Version: 10452.74.0
Flash Version: 29.0.0.140

Thanks for filing a new bug!

Just to confirm if this a duplicate issue or not could you please check the following:

When mouse wheel scrolling is stuck to the #2 scroller, what happens if you use touchpad to scroll, and then try the bluetooth mouse again? Does the mouse scrolling work as intended afterwards?
After scrolling w/ the scrollpad, the scroll wheel stopped scrolling in the sidebar areas, entirely (which is what how the original ticket manifested).

But now (45 minutes later, after doing other stuff on my machine), the scrolling is working in all three areas properly. So it's not consistently broken.
I was just on a webpage and scrolling w/ the mouse wasn't working at all. I then switched tabs (either with 'ctrl+tab' or using the mouse pointer) and came back to the original webpage and it started working again.
Now the issue is manifesting differently: scrolling w/ the scroll wheel doesn't work in any scrollable area at inbox.google.com. Scrolling w/ the pad still works.

ps. I am a Google and can provide you additional details if you need them.
