[WebXR] permission infobars don't appear

Issue description

Chrome Version: 68.0.3420.1
OS: Android N
Device: Pixel XL

What steps will reproduce the problem?
(1) enable WebXR flags
(2) Go to https://immersive-web.github.io/webxr-samples/tests/permission-request.html
(3) Press enter VR button and put on headset
(4) Use controller to select one of the permission icons

What is the expected result? An infobar appears prompting user to grant access.

What happens instead? Just a black screen.

 
Note: Infobars appear in incognito mode. Just not in standard mode.

Tested on Pixel, could not get any permission dialogs to pop up at all (not even incognito)
