Folder names in app drawer disappearing after restart

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10452.74.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.137 Safari/537.36
Platform: 10452.74.0 (Official Build) stable-channel cave

Steps to reproduce the problem:
1. Open a folder in the appdrawer and give it a name
2. Shut down cromebook
3. Restart chromebook
4. Foldername is blank again

What is the expected behavior?
The foldername to remain as is after a reboot.

What went wrong?
Folder names in appdrawer disappearing after restart.

Did this work before? Yes 65 stable

I have noticed this bug as well. I have also noticed that apps or other icons within folders rearrange themselves to be in the order they were originally placed in the folder in. An incredibly unwieldy workaround is to remove all apps you wish to rearrange out of the folder (so, if I were to move the app or other icon in position 10 in the folder, I would have to remove icon 3, 4,...9, and 10), then restart, then place the icons in the order you would like them in. I try to keep my folders alphabetical but I've stopped bothering at this point. This related bug was also on the dev channel, but I have since switched off of that.

Why is this bug report merged and closed as a duplicate? It's not the same as the other bug, this one is about foldernames disappearing, not the folder itself getting removed.

The bugs were merged because they share the same root cause.
