Video element shows strange visual glitch on chrome beta v67.0.3396.30

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.30 Safari/537.36

Steps to reproduce the problem:
On chrome beta - v67.0.3396.30 (Official Build) beta (64-bit).

1. Go to a page which has a video element. 
2. Turn off the video source (ex : Turn off the camera )

We noticed a visual glitch - strange grey shape inside the video element. Not visible when video element has a source and playing.

What is the expected behavior?
Video element should be empty.

What went wrong?
Video element shows a grey shape that cannot be inspected with dev tools.

Did this work before? Yes chrome 66 Official

Unable to reproduce the issue on reported chrome version 67.0.3396.30 using Mac 10.12.6 with the below mentioned steps.Attaching the screenshot of the same.

Steps:
-----------
1. Launched chrome
2. Navigated to ""https://appr.tc/"" and also added hangout extension.
3. disabled the system camera and Observed that grey shape is not seen on video element 

As we are unable to reproduce the issue from our end. Can you verify this issue with fresh profile that is not having any extensions and apps or reset all the flags. Let us know whether issue still persists.

@Reporter: If the process we follow is not correct, could you please share a sample URL/test file which helps us in triaging the issue in a better way.

Looks like an overlay. Can it be coming from an extension? Do you observe the same behavior if running Chrome with a clean profile or incognito mode with all extensions disabled?

This seems to have fixed on latest beta release 67.0.3396.56.
