ERR_SSL_VERSION_INTERFERENCE - Facebook could not load

Issue description

Chrome Version       : 66.0.3359.139
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: OK
    Firefox: OK
    IE/Edge: OK

What steps will reproduce the problem?
1. Go to the Facebook page
2.
3.

What is the expected result?
Facebook loads.

What happens instead of that?
Facebook does not load.

Please provide any additional information below. Attach a screenshot if
possible.

Are you using any firewall/antivirus/proxies? We've found a few that have issues, and while most have issued patches/fixes, there are a couple that need to be manually updated/reinstalled.

It would also be helpful to get a net-internals log when you reproduce the issue, see details here:
https://sites.google.com/a/chromium.org/dev/for-testers/providing-network-details

I'm using Avast and Windows firewalls.
What version of Avast are you using? We've seen other people have issues with certain versions of Avast that were resolved by uninstalling it and reinstalling the newest version of Avast. Can you check if that fixes the issue?
Are you still experiencing the issue, if so information about your version of Avast would be helpful, otherwise we'll close this bug out.

I uninstall avast and it works now, thanks got your help, appreciat that :)
