What steps will reproduce the problem?
(1)(1)Sign in to user -> Go to chrome://settings/changePicture page -> click on 'Take photo' -> capture picture -> captured picture is seen at 'Existing photo from camera or file'
(2)Now select other picture -> go back to chrome://setings page -> now refreh the page 
(3)Again go to chrome://settings/changePicture page and observe captured picture is not available at 'Existing photo from camera or file'

Note : Issue is also seen 
(1)Go to chrome://settings/changePicture page -> click on 'Choose a file' -> select any file -> selected File is seen at 'Existing photo from camera or file'
(2)Now select other picture -> go back to chrome://setings page -> now refresh the page 
(3)Again go to chrome://settings/changePicture page and observe selected File is not available at 'Existing photo from camera or file'

Expected: Captured picture(or selected File ) should be available at 'Existing photo from camera or file' until we delete it

Actual: Instead after refreshing the page Captured picture(or selected File ) is not available

This is Non-Regression Issue seen from M-62
