Narrow white stripe/band at the right and left edges

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36

Steps to reproduce the problem:
1.  Open https://tobireif.com/ in Chrome.

What is the expected behavior?
There should be no white stripes / gaps at the right and left edges.

What went wrong?
Chrome renders the page https://tobireif.com/ with a narrow ~white stripe / gap at the right edge (and sometimes after resizing also at the left edge).

This doesn't happen in Firefox, for example.

Does this work in other browsers? Yes

Unable to reproduce the issue on mac 10.13.3 using chrome reported version #66.0.3359.139 and latest canary #68.0.3424.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened https://tobireif.com/ in Chrome.
2. Did not observe any white stripes / gaps at the right and left edges.

Note: Same behavior is observed in firefox also.

tobi@ - Could you please check this issue on latest canary #68.0.3424.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Can you set System Preferences -> General -> Show Scroll Bars to Always (temporarily, just for testing), and try again? (also, a high-res screenshot would be better than a video I think)

I reproduced it in Canary.
Components: -Blink>Scroll Blink>Layout
I do see it in the latest Canary on Mac. Can someone from the layout team take a look?
