Click event stays on 'load unpacked' button even after closing the overlay.

Chrome Version: 68.0.3424.0 (Official Build)Revision 7b31b2ed3f03336596e6193a8e93fd961bd06c03-refs/branch-heads/3424@{#1} (32/64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS) & Mac OS X(10.12.6,10.13.1,10.13.5)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://extensions/ > click on developer mode.
(2)Click on 'load unpacked' button and close the overlay, observe the button.

Actual: Click event stays on 'load unpacked' button even after closing the overlay.

Expected: Click event should not stay on 'load unpacked' button once overlay is closed.

This is a Non-regression issue seen from 'M62' series i.e 62.0.3187.0

Note:
Issue is also seen on M-66 Stable (build # 66.0.3359.139),M-67 Beta (build #67.0.3396.30) and M-68 Dev (build #	68.0.3418.2)

Status: Untriaged (was: Unconfirmed)
As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.

Focusing the button that triggered a dialog, after the dialog is closed is intentional.
