Some Spanish characters are broken on the Terms page.

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36
Platform: 10452.86.0

Steps to reproduce the problem:
1. Select language to spanish in OOBE
2. Check "AVC / Mpeg-4 page" on the Terms page 

or

After login, access to https://www.google.com/intl/es-419/chromebook/termsofservice.html.
Then check AVC / Mpeg-4 

What is the expected behavior?
All characters should be shown properly.

What went wrong?
Some Spanish characters are broken.
 ex) EXPL͍CITA NI 

Did this work before? N/A

This issue is same in Chrome R66 Browser + Ubuntu.
However there are no problem when i tested in R66 Browser + Window 7
