ChromeVox: No TTS text appears at top of screen in ChromeOS on Linux

Chrome Version: 68.0.3424.0
OS: Chrome OS running on Linux

What steps will reproduce the problem?
(1) Build and run Chrome OS for Linux (target_os = "chromeos")
(2) Turn on ChromeVox (alt-ctrl-z)

What is the expected result?

The TTS text should appear at the top of the screen

What happens instead?

No TTS text appears.
