Regression: Chopped screen is seen while changing VirtualKeyboard layout mode from floating mode to Dock mode

Chrome Version:68.0.3423.0/10657.0.0 dev channel Celes,Kip,Daisy
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover build,in OOBE from Accessibility settings >> enable onscreen keyboard
(2)Change its layouts mode >>Observe while changing its layout mode from floating mode to Dock mode(Please refer video)

Actual: chopped screen is seen while changing VK layout mode from floating mode to Dock mode
Expected: No such chopped screen view should be seen

This is a Regression issue as same is working fine in 67.0.3381.0/10525.0.0 dev

Note:
1.Issue is not seen in Linux,Windows OS
2.Issue is seen mostly for the first time opening of VK

Issue seems to be fixed in 70.0.3538.0/11031.0.0 dev.
