UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36

Steps to reproduce the problem:
1. Quit and reopen Chrome starts the same tabs EVERY time
2. Selecting ANY option in "on start-up" works ONLY on restart NOT when quit+restart
3. Restoring the settings on their original state did NOT fix the problem at all

What is the expected behavior?
To find a solution how to keep tabs which I've selected on star-up

What went wrong?
When trying to change which tab chrome starts at the beginning, it always uses the same set of tabs.
It does NOT matter which option in "On start-up" I use or do I use the "Reset and Clean-up". Any of these have absolutely NO effect at all.  Chrome still keeps opening the same old set of tabs and I can't change that issue.

I really could use an advise because any of these has no effect at all:
- "On start-up" selecting any of those 3 options
- Reset and Clean-up
- ReInstalling Chrome

--> Chrome still opens the very same old set of tabs!
