CrOS's intent-picker is not persisting the decision

Chrome keeps asking to use the android Chrome.

I switched from Stable to Beta (67.0.3396.26) on my Pixelbook and now lots of links that would open in a new tab are continuously asking if I want to use the Chrome Dev android app I have installed. It doesn't seem to remember my decision.
