Gerrit UI takes long time (>10s) to load actions on CLs with CR+1 |

Issue descriptionIt's been happening today all day, on public and internal CLs. For example, after Vadimsh@ CR+1'ed https://crrev.com/i/622108, the CL loaded fine, but appeared stuck with "Loading actions" in top right. It took >10s for "submit" to be finally displayed. This seriously dampens productivity :(
