Steps To Reproduce:
1) Login to guest user 
2) Open Settings> Date and Time.
3) Verify the current time zone setting.


Expected Result:
Time zone settings should be gray out.
 
Actual Result:
Time zone setting are editable on guest user.
How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?
