External keyboard triggers screen lock instead of Power Key Menu

Issue description

Chrome Version: 67.0.3396.26 (Official Build) beta (64-bit)
OS: CrOS

What steps will reproduce the problem?
(1) Connect Dell KB115 keyboard for Chrome (http://a.co/7j8t7g1).
(2) Press Power button.

What is the expected result?
Same as with the built-in power button, i.e. Power Key Menu from #732628.

What happens instead?
Screen Lock animation starts playing and the screen gets locked.

In the image at that Amazon link, the keyboard appears to have a Lock key above Backspace. Is that what you're pressing, or is there a separate Power key on the keyboard?
Hm, that's a good point. Yes, the keyboard has a lock button above Backspace and it was my assumption that was behaving the same way as the power button on the keyboard.

Feel free to close the issue, since the external keyboard has an explicit action of locking the screen, and not control the power.

Thanks. Just to double-check, did the lock key behave differently pre-M67, or did it also only lock the screen then? (I would've expected it to just lock the screen earlier too, but if the behavior has changed, that would be good to know.)
