Failures in "Infra failures" are replicated in "Consistent failures"

While sheriffing the perf tree today, I noticed:

1) That there were 4 infra failures
2) That there are 9 consistent failures
3) That the 4 infra failures were being listed among the 9 consistent failures and counting towards that total

Status: Available (was: Untriaged)
Alerts (infra failures or not) should only appear in one alert group so we should make sure this isn't just an infra failure issue.
