Adds  voice search failure/dismissal metrics.

Adds recording of voice search initialization failures, recorded if we
fail to show the speech recognition intent, and a voice search
dismissal metric when the voice search is dismissed by the user.

Also moves the recording of the voice recognition finished event to
capture more of the completions and provide a more realistic ratio of
start/finish events.
