Issue descriptionChrome Version: 67.0.3396.26 (Official Build) beta (64-bit) OS: CrOS What steps will reproduce the problem? 1. Take a screenshot. 2. Change a scene. 3. Take a screenshot. 4. Click on the screenshot notification image. What is the expected result? The last screenshot is selected in Files app. What happens instead? Previous screenshot is selected in Files app. Also if you click on "Copy to clipboard", the previous one will be picked up as well.

It's unclear whether this is a bug with notifications or screenshot code on Chrome OS, but assigning to yoshiki@ on the CrOS Notifications team for notification-side triage. Also adding the Media>ScreenCapture component in the hopes that's the right one for CrOS screenshot bugs..

The notification seems to be re-used, but still "points" to the first screenshot. If you actually clear your notifications, then take a new screenshot, the new notifications works as expected.
