Force users to stay signed in to youtube

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36

Steps to reproduce the problem:
1. users can access youtube without being forced to sign in
2. need to limit access to youtube so they are forced to stay logged in
3. 

What is the expected behavior?
Users will be forced to sign in to watch anything on youtube.

What went wrong?
Teachers can approve videos but students can log out of their accounts and now see more in youtube than when they are signed in.  less restrictions when signed out.

Yes, this is really a FR for the YouTube team. Closing this one on the Chrome side.
I filed an internal FR at YouTube to make sure the YouTube team is aware of this use case.
