Power Key Menu steals focus

Issue description

Chrome Version: 67.0.3396.26 (Official Build) beta (64-bit)
OS: CrOS

What steps will reproduce the problem?
1. Connect external screen.
2. Focus on a browser on external screen.
3. Press a power key quickly on the built-in keyboard.

What is the expected result?
No focus change.

What happens instead?
Focus changes to the window on the internal screen. If Power key is held longer, then menu appears. Dismissing the menu does not return the focus to the original screen.

This worked properly before introducing the power menu in #732628.

It seems focus is restored firstly by looking at current root window. I am not sure of a quick fix of this. Maybe we should first do the implementation of make power menu widget per root window (it was also one of the PM's request that we still shall have non-menu background shield).
