[VR Broswing] 2D Omnibox appears in VR browsing

Device: Pixel XL

What steps will reproduce the problem?
(1) go to any url
(2) enter VR browsing

What is the expected result? 2D Omnibox is hidden.

What happens instead? 2D Omnibox appears. See screenshots.

Should be gone in the next Canary. If so, you can dupe it against  issue 837807
