[wifi_atten_perf] [Eve]Low TCP TX throughput results for ch 06,44 & 153

Issue description

Chrome OS Version: <From about:version: Platform R67-10575.17.0>
Chrome OS Platform: <Eve
<b>Network info: <network, encryption type, router model (if known)></b>

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

On M67, We see low TCP TX throughput on Eve for channel 01, 44 and 153 compared to builds from M66
 
Please provide any additional information below. Attach a screen shot or
log if possible.
