Characters missing, text garbled on canary

Issue description

Chrome Version: 68.0.3423.0 canary 64-bit
OS: Win10 Pro build 1803 (insider preview)
Surface Book

What steps will reproduce the problem?
(1) Run canary for a while, all flags reset to default. Seems to get worse about 10-20 minutes.

What is the expected result?
Text renders normally

What happens instead?
See attached - happens in content area (missing letters.PNG) and in top chrome (textmessedup.PNG)
