There are two places in components/autofill that need to be migrated to network service.
- components/autofill/core/browser/autofill_download_manager.cc
- components/autofill/core/browser/payments/payments_client.cc

These two files use net::URLFetcher and net::URLRequestContextGetter (through StoragePartition::GetURLRequestContext). They need to converted to using network service's SimpleURLLoader and StoragePartition::GetNetworkContext.
