UI anti-aliasing not working correctly

Chrome Version: 68.0.3423.0
OS: Win10 1709 16299.309

It works on stable.

Please see the attachment for the "About Version" on tab.

I tested on Dell XPS13 will 3200*1800 and 175% scale

Speculatively adding some components.  I see it on my non-high DPI Windows desktop as well, and it looks really bad.  Can we find an owner?
