Non-Regression: Printer is seen added even after clicking Cancel button in chrome://settings/cupsPrinters page

What steps will reproduce the problem?
(1)Sign into user >>Go to chrome://settings/cupsPrinters >>Add Printer
(2)Fill details of a sample printer and click ADD button to add that printer
(3)Now immediately click CANCEL button and observe

Actual: Printer is seen added after cancelling it 
Expected:Printer shouldn't get added when clicking CANCEL

Raising this as a Non-Regression issue seen from M-68 as it is a new feature

Note: Issue is not seen in Windows,Linux OS

That's not the intended behavior.  Potentially, we should remove the cancel button as there's no reliable way to stop that operation.

Lowering priority as the user can just remove the printer if they really didn't want to add it.

This is a bit of an edge case to Add and then Cancel in the same dialog. The correct solution here would be to disable the Cancel ability once the user clicks Add as the workflow progresses to the next screen.
