What steps will reproduce the problem?
(1)Sign into user >>Go to chrome://settings >>Date and Time
(2)Open Check your system time overlay >>tab continuously and observe the focus traversal

Actual: Focus is not moving to 'X' button on tabbing
Expected: Focus should be seen on 'X' button on tabbing

This is a Non-Regression seen from M-62

Note: Issue is not seen in Windows,Linux OS
