Regression : Unnecessary focus stays on reload button while navigating forward/backward using tap/touch.

Issue description

Chrome version : 68.0.3423.0 (Official Build) 027d74876b8ce24839788395c78dce28b3750d2a-refs/branch-heads/3423@{#1}(32/64-bit) 

OS : Windows-10 Touch

Steps to reproduce:
1. Launch chrome and navigate to 'https://www.google.com/'.
2. Again go to 'https://www.google.com/gmail/about/#' and tap/touch on 'Reload' button.
3.Now tap/touch on forward /backward page navigation and observe.

Actual Result: Unnecessary focus stays on reload button while navigating forward/backward using tap/touch.
Expected Result: Focus should not stay on reload button while navigating forward/backward using tap/touch.

This is a regression issue broken in ‘M-67’ and using the per-revision bisect providing the bisect results,
Good build: 67.0.3376.1 (Revision : 544069)
Bad build: 67.0.3377.0  (Revision : 544610)

You are probably looking for a change made after 544410 (known good), but no later than 544411 (first known bad).

Note : Issue is not reproducible on  Mac(10.12.6,10.13.1,10.13.5),Windows(7,8,8.1,10) and Linux(14.04 LTS) OS.

The patch listed would not be affecting InkDrop animations like seen in the video.

Mass UI Triage Update:

Unable to reproduce the above issue on Win 10 Touch device using latest canary #72.0.3610.0. Please refer attached screen cast for same.
