Black rectangles flashing around screen

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36

Steps to reproduce the problem:
1.Clear cache 
2. Incognito browsing
3. Turn off  hardware accelerator and add new person

What is the expected behavior?

What went wrong?
Only in incognito is all fine

Did this work before? N/A 

Chrome version: 66.0.3359.139  Channel: stable
OS Version: 10.0

Tested the issue on chrome reported version 66.0.3359.139 using Windows 10 with steps mentioned below:
1) Launched chrome reported version, cleared the cache from chrome://setttings
2) Opened new incognito mode and started browsing
3) Turned off Hardware acceleration and added new person, didn't observed any black rectangles on the screen
