Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36

Steps to reproduce the problem:
1. I have reset my network settings, I have checked configurations, I have deleted the cache, cookies, browsing history, extensions, reset all actual google settings back to default, checked the proxy settings, firewall, trash has been emptied, I have factory reset my entire macbook pro, I have erased and  reinstalled drives, I have moved everything to icloud, I have disabled my developer features, turned them back on, uninstalled the apps, reinstalled them, I have malwarebytes security scan, I have rebooted, I have uninstalled wifi and reset it up I am at a loss here but it seems like ever since I downloaded developer features and chromium, or 66 whatever it is everything is slower like so slow my network times out every 2 seconds and returns error messages, also my screen has a ming of it;s own it seems like half the time the webpages overlap so to speak each other for example the normal area for typing a password suddenly has the words from the box above it that says "password" overlapping the text I just entered the screen shrinks and the bottom half of the web page fails too load and thats what happens if it even loads at all I have to force quit the browsers every 5 minutes or so its getting rather annoying and I keep losing data. I am new to the developer features and read carefully following directions before playing around with features and whatnot. I never type information into my console if I dont understand it all the way. I just don't understand what is going on and im eager to learn so I can fix it and get back to learning developer features. Can anyone advise me on what I am doing or if this is a normal issue at the moment. All my security and software updates are installed and I just don't know what the next option is. 

What is the expected behavior?
For browsers to function normally, and not time out. To actually be able to utilize my devices in a productive manor instead of  spending so much time trying to get them to function. siiigghhhhhh

Did this work before? Yes before I installed chromium 66, and developer features

Does this work in other browsers? No
 Safari, Firefox, Google, Yahoo, Private Browsing

Chrome version: 66.0.3359.139  Channel: stable
OS Version: OS X 10.13.4

I have been using a hotspot as I am not at home in Vegas I am visiting Reno, and the internet has been down here I have tmobile and have been connecting to my 4g LTE mobile hotspot via usb tethering, and wifi configuration. If that matters at all.

Hi there,

Could you be more specific about what issues you're seeing? You mention frequent network errors, do they occur in other browsers/apps (e.g. Safari?)

You mentioned overlapping text and web pages...could you attach a screenshot to help diagnose the issue?

Also, what is developer features? Are you referring to a feature in Chrome or is this something else?
