Regression: Avatar icon doesn't appear properly after creating user.

Chrome Version: 68.0.3422.0 (Official Build)Revision 5d4f3d59358013f23ff33dcaa2f7881f5a591a09-refs/branch-heads/3422@{#1} (64-bit) 
OS: Windows (7,8,8.1,10),

What steps will reproduce the problem?
(1)Launch chrome and create a new user.
(2)Observe the avatar icon (person 1)

Actual: Avatar icon doesn't appear properly after creating user.
  
Expected: Avatar icon should be clearly visible after crating user.

This is a regression issue broken in 'M68' and will soon update other info

(Unable to narrow down the range using per-revision bisect,hence providing bisect using old script)
