Consolas and Yu Gothic font rendering regression

Project Member Reported by kojii@chromium.org, May 7 2018

Issue description

Haven't identified exact reproduce but as a start in case someone can figure out what is happening.

A few things I observed:
* Happens on 2 of 3 my Win10. First saw a few days ago in one of my Win10, then today on another Win10.
* Consolas and Yu Gothic are the fonts I observed, but there maybe more.
* Stable is ok, only in Canary.
* Thought this is because I use 125% screen resolution, but the problem stays after I changed it back to 100%.

@drott, any ideas?

Looks like Antialiasing is switched off? CC'ing Ben: Have you seen this before?

In font-2018-05-bad-consolas.png there is a '2' which is subpixel anti-aliased followed by a '2' which appears to be aliased. I'm not sure what would cause that. Maybe this is related to issue 840010 ?
