Icon appearing and disapearing while mousing over menus |

Issue description
Chrome version: 68.0.3416.0
OS: Chrome
Repro steps:
1. sudo apt-get install vim-gtk3
2. gvim
3. mouse over menus
Expected: menu show up
Actual: menu shows, icon appears in the launch bar,
switching to new window with menu open shows menu overlayed on Chrome
