I think the issue has to do with painting the DOM, because on occasion, when I resize the browser window, the popup window to install the extension shows up. I think the issue is GPU related. Disabling hardware acceleration doesn't reliably solve the problem.

Tested on the reported Chrome #65.0.3325.181 and latest Chrome #66.0.3359.181 on Ubuntu 16.04 and was not able to see any freeze behavior upon installing the extension from the URL - https://chrome.google.com/webstore/detail/nordvpn-proxy-extension-p/fjoaledfpmneenckfbpdfhkmimnjocfa?hl=en travismo123@ -- Could you please verify by updating your Chrome to latest version and if it still reproduces please try by creating a new profile and by removing the extensions.
