Allow Microphone Permissions System Broken with Google.com

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36

Steps to reproduce the problem:
1. Using Google Chrome's new tab or going to Google.com
2. Click on the Voice Search button

What is the expected behavior?
Voice Search works by the browser allowing the site to access the microphone.

What went wrong?
Chrome shows the permission is denied in the Omni-bar, does not allow the site permission even if you use the Omni-bar pop up for the permissions and set it to allow does not allow access immediately and refreshing the page does not fix the permissions go back to disabled according to the Omni-bar,

Checking the 'chrome://settings/content/microphone' shows Google.com is under allow.

Oops sorry I mean to add this only seems to happen after I unplug my USB Headset. even though there are other capture devices installed.

But even in the case of chrome can't see the audio capture it should not say the permission is disabled it should say something like device is unavailable.

Unable to reproduce the issue on chrome reported version 66.0.3359.139 using windows 10 with steps mentioned below:
1) Launched chrome reported version and in new tab page navigated to google.com
2) On the google page, clicked on Voice Search button and clicked on allow
3) Given voice search as YouTube, page got navigated to YouTube page

@Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue, try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists.

2) On new tab page, clicked on Voice Search button and clicked on allow
3) Given voice search as YouTube, page got navigated to YouTube page
4) Unplugged USB headset, opened new tab page, clicked on Voice Search button and given voice search as YouTube, page got navigated to YouTube page
