Chrome "low priority" window loads after opening chrome with continue where you left off feature turned on and many windows exist when the main tab of the window is youtube(and possibly other media(video,audio)-related pages)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36

Example URL:
youtube.com

Steps to reproduce the problem:
1. turn continue where you left off feature on
2. open some tabs in a window, and another youtube tab(with youtube being the highlighted one, not necessarily the last one)
3. open many windows with multiple tabs in each
4. close chrome (ctrl + shift + q)
5. reopen chrome
6. what happens is the last couple chrome windows(for me it is 15 windows) gets loaded
7. older windows doesn't get load ("load priority", because you visited new windows after)
8. the window with the youtube tab opened do get loaded though it's low priority. maybe becuase of autoplay, or the new mute feature

What is the expected behavior?
old window don't get loaded even though the highlighted window is youtube (or any other media site)

What went wrong?
the window was loaded even though it was low priority

Does it occur on multiple sites: N/A

Unable to reproduce the issue on chrome reported version 66.0.3359.139 using Windows 10 with steps mentioned below:
1) Launched chrome reported version and checked"where you left off" option from chrome://settings
2) Opened some tabs and in one of the tab opened youtube, in the same way opened few windows and each window opened some tabs
3) Closed the chrome using "Ctrl+Shift+Q", again opened the chrome browser
4) All the windows got opened and all the tabs got loaded along with the youtube tab

@Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue, provide your feedback on it which help in further triaging.

you should have entered a video on youtube, not just the main site ;)

and I would suggest a lot more windows (let's say at least 15. because the first 10 windows get loaded (at least that what happens on my pc, I see the only the latest 10 windows get rendered (while switching windows with alt+tab))

and important that the window with the youtube video should be the last one visited (so you have to go to all the other 14)

Checked as per comment#3 and Comment#5 by opening more than 15 windows and multiple tabs in each window on reported chrome version 66.0.3359.139 using Windows 10. Exited chrome while a video from youtube is being played. Attaching the screen cast of the same. We observed all the windows and tabs restored with out any issues.

@Reporter: Could you please have a look at the screen cast and let us know if we have missed anything in the process. Any further inputs from your end may be helpful.
