Pixelbook power button has strange behavior

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10323.67.5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.209 Safari/537.36
Platform: 10323.67.5 (Official Build) stable-channel eve

Steps to reproduce the problem:
1. Press the power button on a Pixelbook

What is the expected behavior?
Option a: Similar to a phone. Pressing the button once locks the screen, long pressing it brings up a shutdown/restart menu, holding it for a few seconds forces a power cycle.

Option b: Similat to a laptop. Pressing the button brings up some sort of power menu where you can pick what happens.

What went wrong?
When I short-press the button, the browser window does a funky zoom-in animation, then it goes back to normal and nothing happens. When I hold it until the window completely disappears, I assume it shuts down, but it's hard to tell.

Did this work before? No

Looks like the above description is slightly incorrect:

1. When I short-press, there's the funky zoom animation.
2. When I long press until the animation completes, the login screen shows up for a second, then the screen turns off. When I short-press the power button after that, the laptop is back on the login screen.
3. If I long-press the button on the login screen, the laptop turns off.

I guess this makes sense to me now, but it's still different enough from a phone or a Windows laptop that I was confused initially.
It is something we have started updating more and some of the updates are available in dev channel.

I updated to the dev channel (M71) and the current behavior makes much more sense:

- In desktop mode, holding the power button causes the power menu to show up.
- In tablet mode, the power button works like on a phone (short press turns off screen, long press brings up power menu)

As far as I'm concerned, this can be closed after M71 ships.
