Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10643.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3417.0 Safari/537.36 Platform: 10643.0.0 (Official Build) dev-channel caroline Steps to reproduce the problem: 1. Enable tap dragging in settings. What is the expected behavior? What went wrong? Currently, the delay between the second touchpad tap and activating drag is too long. After the second tap, the user has to hold the cursor in the same position for a second before dragging is activated; otherwise, moving your finger on the touchpad moves the cursor instead of dragging the object. Sorry but I don't work on anything relating to the touchpad, dragging, etc. Attempting to set a better component in hopes of local triage picking this up.

Experiencing the same issue and also on Caroline - Samsung Chromebook Pro. Double tap to drag is frustratingly difficult and inconsistent. It might be that the required pause after the second tap is too long. It seems like the issue may also be affected by the duration of the user's pause between the first and second tap.
