Opening Apps in Portrait Mode Crashes Pixelbook

Issue description

What steps will reproduce the problem?
Many apps, both Android and Chrome OS have caused this including the native Hangouts app. However the Byrd IRC client causes it every time and will continue to keep crashing looping until returned to laptop/landscape mode at which point it stops.
(1) Fold pixelbook back into tablet mode
(2) Rotate screen into portrait orientation
(3) Launch app (namely Byrd for testing)
(4) Black screen instantly occurs and causes chrome OS to reboot and show the browser with the "Chrome was not shut down correctly, Restore Tabs?" prompt.

What is the expected result?
Applications open and work

What happens instead?
Entire OS crashes closing all existing tabs and running apps

Please provide any additional information below. Attach a screenshot if
possible.

Attached is a debug log generated while trying to test with Byrd and having it constantly crash.

This is like Issue 839858, but I only had play store apps crash the os
Saj, that is one of the ways I crashed hangouts earlier today. When in portrait mode it showed as full screen, so I tried to minimize it from the top right drag down and crashed everything. I tried messing with it somewhat afterwards in landscape but didn't have an explicit crash from it moving and resizing the window in laptop mode.

As mentioned in steps to reproduce the problem in comment#0, this issue seems to be related to chromebook, hence adding appropriate OS label to it.

May have found the cause of this thanks to a reddit thread.

Disabling this flag allows me to open apps without the apparent crashing. Can also open the add images function in hangouts without it crashing now. Will update again if I manage to crash it anymore.

As per comment#5 it is understood that disabling a flag is no longer causing the crash. Hence adding label Needs-Feedback as reporter mentioned that he would update us if there are any crashes seen.

I do not believe I have run into any major issues at all since disabling the flag. There are still occasionally wonky behaviours when swapping between modes (for example hangouts in portrait mode always seems to appear some 100+ lines of scrollback up instead of at the latest post). No crashes anymore however and everything has been stable opening and closing apps in portrait mode.
