Linux apps don't work

Issue description

Chrome version: (copy from chrome://version)
68.0.3416.0 (Official Build) dev (64-bit)
Revision	9aed4f3692399b4ad59ae472367105db72e83896-refs/heads/master@{#554961}
Platform	10635.0.0 (Official Build) dev-channel eve
Firmware Version	Google_Eve.9584.145.0
OS: Chrome

Repro steps:
1. install any Linux app, e.g. VS Code or Sublime text
2. try to run it
3. 

Expected: app should open
Actual: nothing happens; ps -ef doesn't have the process.  Clicking on the icon that's added to the ChromeOS launcher doesn't do anything.

For bugs like this, logs are really helpful. If it happens again, please file feedback via Alt+Shift+I and include "#crostini" so we can look at the logs. Thanks!
Understood.  FWIW, rebooting the Pixelbook addressed the issue.
