What steps will reproduce the problem?
First method: Click RAW DIFF on a code review page. This opens a new tab containing the text.
Second method: Right-clicking on RAW DIFF, then "Save As..."

What is the expected output?
A raw UTF8-encoded text file suitable for use with `git apply` or `diff`.

What do you see instead?
First method: No way to save file. No right-click "Save As..." option in new tab (using Chrome 65).
Second method: Saves as an HTML-format file w/ CSS, HTML tags, etc. that cannot be used with all traditional diff tools.
