CRD needs to support dual monitor configurations

Issue description

Description:
Chrome Remote Desktop should support session when the host is running multiple monitors.

Use case:
Enterprise customers frequently have Chromeboxes with multiple monitors plugged in. Currently if a Remote Desktop session is initiated with a setup like this, the session won't run. It is necessary to unplug all but one of the monitors to start up the session.

Motivation:
Support / Admin staff frequently need to log into a user's machine remotely to troubleshoot issues. For users that have multiple monitors that is currently not possible to see all monitors. They must first unplug the external monitors. If the issue to troubleshoot involves multiple monitors, then it may not be possible to repro the issue remotely over a CRD session.

Existing workarounds:
Unplug all monitors but one.

To clarify, currently the session still runs, but only on the primary screen right?
Correct. If external monitor is attached to a Chromebook then only the primary chromebook screen appears to the remote viewer in the Chrome Remote Desktop screen.
