Show parsed multipart/form-data request bodies

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36

Steps to reproduce the problem:
1. Submit a comment using Monorail while the Developer Tools is open with the persist log option enabled in the Network panel.
2. Look at the Headers tab for the submission request.

What is the expected behavior?
Parsed body parameters, with an indication that it is a multipart/form-data body and an option to show the raw source.

What went wrong?
The raw source is shown.

Did this work before? No
