Color of title bar does not set to default after disabling 'Custom-drawn Windows 10 Titlebar' flag.

Issue description

Chrome Version: 68.0.3419.0 Revision 222512a0ce7deab81dad3af945bad2196e8a8838-refs/heads/master@{#555962}(32/64 bit)
OS: Windows(10)

Pre-condition: Enabled 'Custom-drawn Windows 10 Titlebar' flag from chrome://flags

What steps will reproduce the problem?
(1) Launch chrome, Open Windows machne settings > Personalization > Colors
(2) check 'Show Color on Title bar, Select any required color from 'Accent colors'
(3) Now open chrome window(applied selected color on title bar)
(4) Then disable above flag, restart browser and observe color of title bar.

Actual: After disabling flag, color of title bar does not set to default.

Expected: After disabling flag, color of title bar should set to default.

This is a non-regression issue,seen from M-67 series, as this feature is introduced from M-67 series.

Note: This issue is also reproducible on M-67 Beta (build # 67.0.3396.30).

Assigning to custom title bar author, but I'm not sure we support users toggling settings in chrome://flags so I suspect this is a won't fix.

I'm confused what's being reported here.  What's the "default" title bar color that we're supposed to have reset to?  Both "custom" and "non-custom" titlebars respect your system settings, which appears to be happening in the bug.

Closing Working as Intended, unless the reporter can clarify something I missed.

Also the custom titlebar person is bsep, so changing assignee :)

Agreed, the reporter isn't changing theme color when switching back to non-custom-titlebar so I'm not sure why purple is unexpected. Switching to custom titlebar seems orthogonal as they both track Windows theme. Steps as I see them:

1. Video shows red-ish titlebar.
2. User restarts to enable custom titlebar from flags.
 - This shows up using the same redish theme.
3. User switches theme color to purple.
 - This immediately shows up in the titlebar.
4. User switches back to non-custom-titlebar.
 - Non-custom titlebar shows up with purple (this is still the Windows theme as the user did not change the theme).
