Cursor position is wrong

Steps to reproduce the problem:
Precondition: External mouse is connected
1. Load google.com
2. Enter some text in input field
3. Select the text using mouse and release mouse outside browser window
4. Input some text

What is the expected behavior?
User should be able to input text normally. Cursor position should be correct

What went wrong?
Cursor is not moving along with entered character

Did this work before? N/A 

Chrome version: 57.0.2987.132  Channel: n/a
OS Version: 
Flash Version: 

In attached video, I reproduced in Samsung S9 DEX mode. This issue can be reproduced in mobile mode as well.

Could you please update Chrome to latest version #66.0.3359.126 and check if you still face the issue?

Unable to test this issue as device Samsung S9 and External mouse setup is not available with us.
