Regression : Grey focus highlight gets stuck while deleting entries in chrome://settings/siteData.

Issue description

Version: 68.0.3419.0 (Official Build)  Revision	222512a0ce7deab81dad3af945bad2196e8a8838-refs/heads/master@{#555962}(32/64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1,10.13.5)

What steps will reproduce the problem?
1. Launch chrome,navigate to chrome://settings/siteData
2. Now click on remove dust bin icon to delete entries(try deleting all entries) and observe grey focus highlight while deleting entries
 
Actual: Grey focus highlight gets stuck while deleting entries
Expected: Grey focus highlight shouldn't get stuck while deleting entries

This is regression issue, broken in ‘M 67’ and below is the bisect info :
Good build: 67.0.3368.0  (Revision: 542341).
Bad build: 67.0.3369.0 (Revision: 542817).

You are probably looking for a change made after 542359 (known good), but no later than 542360 (first known bad).

NOTE: This issue is also reproducible on M-67 Beta (build # 67.0.3396.30) and M-68 Dev (build # 68.0.3409.2).

I notice that the "actual video" above shows that the repro only works intermittently (AFAICT 5 clicks resulted in a lingering gray highlight, 13 clicks didn't repro the problem).  This makes me suspicious about the validity of the bisect performed here - not sure what repro steps were taken when bisecting (e.g. how many sites/clicks).

FWIW, the initial suspect (r542360) is a test-only change and cannot possibly have any effect/impact on the observed behavior.
