What steps will reproduc e the problem?
(1)Sign into user -> Open Play store 
(2)In 'Google Play apps and services' page ->Tab and observe blue focus is not seen on links and whereas on ''Cancel' and 'More' buttons blue focus is seen
(Please refer Video and Screenshot)

Note : In Sign in Screen enter valid Email and Password ->Sync settings screen
-> Now click Next -> 'Google Play Terms of Service' window is seen -> Now press 'Tab' button and observe Blue focus is seen on all links
(Please refer 'Expected_BlueFocus' video and screenshot)

Expected: On Tabbing blue focus should seen on links in 'Google Play apps and services' page 
Actual: Instead orange focus is seen 

This is Non-Regression issue seen from M-62
