Regression : Unwanted glimpse of focus is seen on reset setting overlay while tap/touch on checkbox.

Issue description

Chrome version : 68.0.3419.0 (Official Build)Revision 222512a0ce7deab81dad3af945bad2196e8a8838-refs/heads/master@{#555962} (32/64-bit) 

OS : Windows-10 Touch

Steps to reproduce:
1. Launch chrome and navigate to‘chrome://settings/resetProfileSettings’.
2. Tap/touch on 'current setting' checkbox on overlay and observe.

Actual Result: Unwanted glimpse of focus is seen on reset setting overlay while tap/touch on checkbox
Expected Result: Such glimpse of focus should not be seen on reset setting overlay while tap/touch on checkbox

This is a regression issue broken in ‘M-68’ and using the per-revision bisect providing the bisect results,
Good build: 68.0.3417.0 (Revision : 555218)
Bad build: 68.0.3418.0  (Revision : 555651)

Unable to provide the bisect using per-revision script as getting trace back error while doing the bisect. 
Hence providing the bisect using old bisect script.

Note : Issue is not reproducible on  Mac(10.12.6,10.13.1,10.13.5),Windows(7,8,8.1,10) and Linux(14.04 LTS) OS.

Update : 
Retested the above issue using latest Canary build #68.0.3424.0 on Windows-10 Touch OS and the issue is fixed. Focus is seen properly on checkbox as expected in latest build #68.0.3424.0. Kindly review an attached screen-cast.
