What steps will reproduce the problem?
(1)Sign in to user>> Open a NTP and resize the window by dragging the bi-directional arrow 
(2)When the black shadow is seen (Don't move mouse) press overview button and observe

Actual: In overview mode, unnecessary  black frame is seen
Expected: No such issue should be seen 

This is a Non-Regression issue seen from M62

NOTE: Issue is also seen in M63, M64, M65, M67 and M68
